Haw. Rev. Stat. § 576E-8: Action by agency upon request for hearing.

Upon receipt of a hearing request, the agency may contact the parties and attempt to reach an agreed disposition. If no agreed disposition can be obtained, the matter shall be referred to a hearings officer for contested case proceedings.
