Iowa Code § 222.14: Care pending admission.

If the institution is unable to receive a patient, the superintendent shall notify anadministrative services organization. Until such time as the patient is able to be received by the institution, or when application has been made for admission to a public or private facility as provided in section 222.13 and the application is pending, the care of the patient shall be provided as arranged by the administrative services organization.
