Iowa Code § 321.28: Failure to register.

If the owner of a vehicle fails to register the vehicle under the provisions of this chapter, the treasurer shall withhold the registration of the vehicle for any period or periods for which it appears that registration should have been made, until the fee for the period or periods is paid.
