Iowa Code § 357.5: Decision at hearing.

On the day fixed for hearing under section 357.4, the board of supervisors shall by resolution establish the benefited water district or disallow the petition. For adequate reasons, the board of supervisors may defer action on the petition for not to exceed ten days after the day first set for a hearing.
