After the drainage district has been taken over by the city, the city shall have complete control of the district, and may use the district for any purpose that the city through its city council deems proper and necessary for the advancement of the city or its health or welfare. The city shall be responsible for the maintenance and upkeep of the drainage district only from and after relinquishment of the district by the board of supervisors to the city.
