Iowa Code § 479A.4: Construction inspection.

The commission shall supervise pipelines, pipeline companies, and underground storage, and shall inspect the construction, maintenance, and condition of pipelines and underground storage facilities in accordance with section 479A.18. When inspecting for safety standard compliance, the commission shall apply only United States department of transportation safety standards.
