Idaho Code § 67-3603: Manner of payment of sums appropriated.

All sums appropriated by any appropriation act shall, unless otherwise expressly provided by law, be paid out of the state treasury on warrants drawn by the state controller against the proper fund upon presentation of proper vouchers or claims approved as provided by law.
