(1) Every contract made by the administrator on behalf of the state shall be in writing and shall be signed manually or electronically by the contracting parties. Every contract shall be filed in the office of the administrator, together with all bids, specifications, and other documents and records associated with the acquisition or intended acquisition.

(2) For acquisitions involving federal funding requiring approval by the centers for medicare and medicaid services or other federal oversight agencies, the administrator shall ensure that all vendor negotiations are completed and a final contract is agreed on prior to the submission of the contract for federal review, unless otherwise prohibited by federal law.
