105 ILCS 128/42: Mobile panic alert system.

(a) By no later than the beginning of the 2028-2029 school year, school districts and private schools in this State shall consider the use of a mobile panic alert system in the development of their school emergency and crisis response plans. If used, a mobile panic alert system that meets the specifications of this Section shall be known as "Alyssa's Alert" and shall be capable of connecting to diverse emergency service technologies to ensure real-time coordination between multiple first responder agencies. It shall also be capable of integrating with local, Public Safety Answering Point (PSAP) infrastructure for the transmission of 9-1-1 calls and mobile activations. Such PSAP infrastructure shall also be capable of receiving mobile panic alert notifications from a range of technologies. A mobile panic alert system deployed pursuant to this Section shall be integrated with the PSAP serving the applicable facility's jurisdiction and shall, upon activation, transmit an alert that is delivered to the PSAP's existing infrastructure. A mobile panic alert system deployed pursuant to this Section shall undergo at least annual testing in coordination with the PSAP and first responder agencies.

(b) By March 1, 2027, the Illinois State Police shall develop rules for a mobile panic alert system to qualify as an Alyssa's Alert and meet the specifications of this Section. The rules may take into consideration the following:

(1) the scalability of the mobile panic alert system in relation to the possibility of school expansion;

(2) the reliability of the connection technology used, including the capability of transmission across both Internet and cellular networks, and how that technology impacts the response time for first responders and other school personnel;

(3) the ease of integration of a mobile panic alert system with existing safety systems, including, but not limited to, the extent to which:

(A) reliable communication is ensured with the PSAP and first responders;

(B) all applicable safety protocols operate in a coordinated and interoperable manner; and

(C) existing PSAP infrastructure can receive mobile panic alert notifications from diverse technologies;

(4) the efficiency of providing instant alerts and notifications to first responders and other school personnel;

(5) testing, training, and drill requirements that include the PSAP and first responders agencies; and

(6) the interoperability with crisis response mapping or other situational awareness tools.

(c) The Illinois State Police shall post information on the rules developed under subsection (b) on its Internet website. Anything posted by the Illinois State Police under this subsection shall also be posted by the State Board of Education on its website.

(d) Each school district and private school must coordinate with its local 9-1-1 authority for integration requirements prior to purchase and implementation under this Section. Any expense to the PSAP for connectivity must be covered by the school district or private school.
