105 ILCS 5/3-10: Controversies - opinion and advice - Appeal.

In all controversies arising under the school law, the opinion and advice of the regional superintendent shall first be sought, whence appeal may be taken upon a written statement of facts certified by the regional superintendent to the State Board of Education.
