The Department of Healthcare and Family Services shall recognize veteran support specialists who are certified by, and in good standing with, the Illinois Alcohol and Other Drug Abuse Professional Certification Association, Inc. as mental health professionals as defined in the Illinois Title XIX State Plan and in 89 Ill. Adm. Code 140.453.
