20 ILCS 2805/3

The Department shall:

1. establish an administrative office in Springfield and a branch thereof in Chicago;

2. establish such field offices as it shall find necessary to enable it to perform its duties; and

3. maintain case files containing records of services rendered to each applicant, service progress, and a follow-up system to facilitate the completion of each request.
