In addition to those powers specifically granted or necessary to perform the duties prescribed by this Act, the Council shall have the following powers:

(a) to recommend nominations to the National Register of Historic Places;

(b) (blank);

(c) to recommend removal of places from the National Register of Historic Places;

(d) (blank);

(e) (blank); and

(f) to advise the Department on matters pertaining to historic preservation.
