The Director shall carry out the policies and programs of the Commission and coordinate the activities of its divisions and may delegate to the Human Rights Authority Director any duties described in Sections 14, 15, and 16 of this Act.

The Director shall:

(1) carry out the policies and programs of the Department;

(2) coordinate the activities of the divisions of the Department;

(3) organize and administer programs to provide legal counsel and representation for eligible persons to ensure that their legal rights are protected;

(4) examine and delineate the needs of eligible persons for legal counsel and representation and the resources necessary to meet those needs, subject to the approval of the Department; and

(5) institute or cause to be instituted legal proceedings as may be necessary to enforce and give effect to any of the duties or powers of the Department or its divisions.
