Low-interest loans for early care and education providers; Department of Human Services. The Department of Human Services may establish, with financing to be provided through the issuance of bonds by the Illinois Finance Authority pursuant to the Illinois Finance Authority Act, a low-interest loan program to help early care and education centers and family early care and education homes accomplish the following:

(a) establish an early care and education program;

(b) meet federal, State and local early care and education as well as any applicable health and safety standards; or

(c) build facilities or renovate or expand existing facilities.

Such loans shall be available only to early care and education centers and family early care and education homes serving children of low income families.
