Notwithstanding any other provisions to the contrary, any facility that provides services to a resident found not guilty by reason of insanity and is thereby deemed unable to stand trial shall receive an additional payment of $15 per bed, per day for any resident found not guilty by reason of insanity and is thereby deemed unable to stand trial.
