210 ILCS 85/6.11

In licensing any hospital which provides for the diagnosis, care or treatment for persons suffering from mental or emotional disorders or for persons with intellectual disabilities, the Department shall consult with the Department of Human Services in developing standards for and evaluating the psychiatric programs of such hospitals.
