225 ILCS 10/10

Any circuit court, upon application either of the person requesting a hearing or of the Department of Early Childhood, may require the attendance of witnesses and the production of relevant books and papers before the Department of Early Childhood in any hearing relating to the refusal to renew or the revocation of licenses. The refusal or neglect to obey the order of the court compelling the attendance or production, is punishable as in other cases of contempt.
