225 ILCS 10/11.3: Order of closure; Department of Early Childhood.

Whenever the Department of Early Childhood expressly finds that the continued operation of an early care and education center, early care and education home, or group early care and education home, including a provider described in paragraph (1) of subsection (d-10) of Section 3 and an unlicensed provider, jeopardizes the health, safety, morals, or welfare of children served by the provider, the Department of Early Childhood shall issue an order of closure directing that the operation of the provider terminate immediately, and, if applicable, shall initiate revocation proceedings under Section 9.01 within 10 working days. A provider closed under this Section may not operate during the pendency of any proceeding for the judicial review of the decision of the Department of Early Childhood to issue an order of closure or to revoke or refuse to renew the license, except under court order.
