30 ILCS 120/6

After August 20, 1971, the General Assembly and the Director shall approve the organization of new county fairs that shall be established for the purpose of holding annual fairs, provided that an element of such approval shall be an appropriation authorizing such fairs' participation in the disbursements provided for in this Act.
