The General Assembly shall appropriate money for the expenses of the Office, other than the expenses of the Office incident to the programs and publications authorized by Section 4.10 of this Act, from such Funds and in such amounts as it may determine except for employees in the collective bargaining unit, for which all personal services expenses shall be paid from the General Revenue Fund.
