The Director, or the Director's authorized representatives, shall administer the provisions of this Act. In order to accomplish the objectives of this Act and to carry out the duties prescribed by this Act, the Director, or the Director's authorized representative, may adopt rules necessary to administer and enforce the provisions of this Act.
