IC 22-9.3-2-5: "To take a licensing action"

Sec. 5. As used in this article, "to take a licensing action" means to grant or renew a license, to refuse to grant or renew a license, or to reward or penalize a person with respect to a license or the granting of, renewal of, or refusal to grant or renew a license.
