Sec. 8. As used in this chapter, "licensee" means any of the following:
(1) A permit holder (as defined by IC 4-31-2.1-27).
(2) A licensed owner (as defined by IC 4-33-2-13).
(3) An operating agent (as defined by IC 4-33-2-14.5).
