IC 7.1-3-18.5-0.5: "Wholesale"

Sec. 0.5. For purposes of this chapter, "wholesale" means the business of selling, bartering, exchanging, or distributing tobacco products or electronic cigarettes to certificate holders in Indiana for the purpose of resale.
