Chapter 25.—ELECTIONS
Article 4.—CONDUCT OF ELECTIONS

The secretary of state may adopt rules and regulations governing the procedures and forms necessary to implement this act. The authority of the secretary of state to adopt rules and regulations under this act shall be liberally construed.
