  2. Article 3.—SURPLUS PROPERTY OF FEDERAL AGENCIES

If any section, clause or provision of this act shall be declared unconstitutional, the decision shall affect only the section, clause or provision so declared to be unconstitutional and shall not affect any other section, clause or provision of this act.
