The board of directors may employ an attorney and a chief engineer for the district, who
shall hold office at the pleasure of the board and who shall give such bond as is required
by the board. The board may employ such other engineers, attorneys, agents a nd
assistants as may be needed, and may prescribe the duties and fix the compensation of all
the employees of the district. The board may maintain, furnish and equip an office or
offices, and purchase such office supplies, equipment, apparatus, appliances, instruments
and tools as are necessary, which, with all other necessary expenditures shall be taken as a
part of the cost of maintaining and operating the flood control works. The employment of
the engineer, attorney and other personnel for the district s hall be evidenced on the
minutes of the board, with their compensation, and their term of employment shall be at
the pleasure of the board.
