  1. KRS Chapter 177

The cost of construction of the primary roads shall be borne entirely by the state, or by the

state and federal government, where the roads are built in cooperation, and they shall be

maintained entirely by the state, but any county, municipality or person may make

donations to the state in aid of the construction or maintenance of any road. The state may

accept any donation on the terms and conditions prescribed by the department.
