Any motor vehicle properly registered and titled in another state belonging to a
nonresident, which vehicle is required to be registered in this state by reason of lack of
reciprocal agreement with the state in which it is registered, or by reason of not qualifying
for reciprocity under an existing reciprocal agreement with the state in which it is
registered, may be registered with the county clerk by presenting a photostat or certified
copy of the registration receipt or certificate of title issued to the nonresident in his home
state. The registration receipt issued by the county clerk shall be stamped across its face
with a notation prescribed by the cabinet that will indi cate the registration receipt so
issued cannot be used in transferring legal title to the motor vehicle. However, under
regulations prescribed by the cabinet, a registration receipt so issued may be transferred to
a new owner if the foreign legal title and registration is transferred in that state to the new
owner. Nothing contained in this section shall release the owner of the vehicle from any
tax fees or other requirements imposed by law.
