KRS 186.402: Statement of legislative intent relating to young drivers.

It is the goal of the General Assembly to improve traffic safety and reduce traffic accident

injuries and fatalities by controlling a young driver's exposure and progressively moving

the driver into more difficult driving experiences prior to full licensure.
