Cities and counties may adopt and enforce, or authorize commissions or agencies to

enforce ordinances, orders, and resolutions prohibiting unfair treatment of individuals on

the basis of physical disability, and may prescribe penalties for violation thereo f, such

penalties being in addition to those herein authorized.
