In all cases, the price of propane shall be determined by market forces. Consistent with

the antitrust laws, the council may take no action and no provision of KRS 234.270 to

234.302 may be interpreted as establishing an agreement to pass along to consumer s the

cost of the assessments provided for in KRS 234.270 to 234.302.
