KRS 40.020: Legislative intent.

This chapter is intended to implement KRS 40.005, ratified by the electorate at the

regular elections on November 3, 1959, by providing for payment of a cash bonus to

qualified veterans, or to certain persons deriving from them, as quickly and as free from

administrative delay and expense as may be consistent with provident stewardship of

public moneys of the Commonwealth.
