If a county clerk and sheriff are operating under the procedures applicable to counties

equaling or exceeding populations of seventy thousand (70,000), and after the most recent

federal decennial census the county population is less than seventy thousand (70,000), the

county clerk and sheriff shall continue to operate and shall continue to be treated in the

same manner as if the county's population equals or exceeds seventy thousand (70,000).
