For facilities designed to serve the construction subdistrict the district may, pursuant to

KRS 76.243, adopt a method of assessment of benefited property on the basis of acreage

or any other equitable basis set forth in the order and notify property owner affected in

accordance with subsection (11) of KRS 76.172. From that date the assessment shall

constitute a lien against the property. The landowner may pay the assessment in full at

any time within thirty (30) days after notice of assessment; provided, h owever, that if

assessments are levied in accordance with KRS 107.010 to 107.220 the assessment

cannot be paid in full within thirty (30) days. Every property owner not paying the full

amount of his assessment within thirty (30) days shall be presumed to h ave consented to

the issuing of sewer or drainage construction bonds. Liens may be recorded in any

manner that any other statutory lien can be recorded.
