RS 33:4710.20: State funds

Any provision of law to the contrary notwithstanding, the state shall not, without prior express and specific authorization by law, advance or expend any funds for payment of the debt service or retirement of revenue bonds issued by the Ernest N. Morial-New Orleans Exhibition Hall Authority, or its predecessor, the New Orleans Exhibition Hall Authority.
