Mass. Gen. Laws ch. 103, § 4: Secretary to commissioners of district one; appointment; duties

Section 4. The commissioners of district one shall appoint a secretary who shall keep an office and attend the same during the day to receive complaints by and against the pilots for said district, and who shall keep a fair record of his doings which shall be open at all times for examination.
