Mass. Gen. Laws ch. 111B, § 9: Powers of administrator

Section 9. Each person who receives treatment at a facility shall be subject to the supervisory powers of the administrator exercised in accordance with rules and regulations of the department; however, if the facility is operated by a department or agency of the commonwealth other than the department of public health, the administrator shall exercise his supervisory powers subject to the rules and regulations of the department which operates the facility.
