Mass. Gen. Laws ch. 149, § 42: Work by employees of commonwealth on day work basis

Section 42. So far as possible, all work by laborers, workmen and mechanics employed by the commonwealth or by any officer, department, board or commission on behalf of the commonwealth, shall be on the day work basis.
