Mass. Gen. Laws ch. 160, § 118: Certification by department

Section 118. A railroad or branch or extension thereof shall not be opened for public use until the department, after an examination, certifies that all laws relative to its construction have been complied with, and that it appears to be in a safe condition for operation.
