Mass. Gen. Laws ch. 174B, § 4: Licensing; fee

Section 4. An automobile club which offers its members any of the services referred to in section two shall not render any automobile club service prior to being licensed by the commissioner. The annual license fee payable to the commonwealth shall be determined annually by the commissioner of administration under the provision of section three B of chapter seven.
