Mass. Gen. Laws ch. 21N, § 6: Establishment of emissions reduction programs; promulgation of regulations; protection of low and moderate-income persons and environmental justice populations

Section 6. The secretary shall establish programs to reduce emissions of greenhouse gases and promulgate regulations regarding sources or categories of sources that emit greenhouse gases in order to achieve the greenhouse gas emissions limits and sublimits and implement the roadmap plans required by this chapter. Said regulations shall achieve required emissions reductions equitably and in a manner that protects low- and moderate-income persons and environmental justice populations.
