Mass. Gen. Laws ch. 90, § 51D: Municipal airports and air navigation facilities

Section 51D. Upon appropriation and subject to all applicable provisions of law, airports and air navigation facilities may be established from time to time and may be maintained and operated by any city or town as provided in sections thirty-five to fifty-two, inclusive.
