Md. Code, Alcoholic Beverages and Cannabis § 12–1705.1

The Board may not allow the transfer of a license to another person until the resolution of:

(1) any pending criminal charge filed against the transferor that directly relates to the operation of the licensed premises; or

(2) any disciplinary matter before the Board concerning the transferor.
