Md. Code, Alcoholic Beverages and Cannabis § 18–1804

(a) A protest of a license renewal shall:

(1) specify the basis on which the protest is made; and

(2) be filed under oath.

(b) The Board without a hearing may approve a license renewal that is under protest if the Board finds that the basis of the protest lacks substance.
