Md. Code, Housing and Community Development § 4–2104

(a) The Governor shall designate as chair of the Council a member who is a secretary or a secretary’s designee with decision–making authority on issues that relate to the work of the Council.

(b) The term of the chair is 2 years.

(c) The chair may not serve consecutive terms.
