Md. Code, Local Government § 1–1402

(a) This subtitle shall be liberally construed to accomplish its purposes.

(b) The powers granted to an authority under this subtitle are supplemental

to powers granted to an authority under any other law.

(c) This subtitle does not authorize an authority to:

(1) exercise the power of eminent domain; or

(2) impose any tax or special assessment.
