- Article - Local Government
(a) (1) If the governing body of a county or municipality determines that
a board or commission shall provide and conduct a program, by local law, ordinance,
or resolution, the governing body shall create a board or commission.
(2) The board or commission shall have the powers granted to it by
the governing body.
(b) In accordance with subsection (c) of this section, the governing body of
the county or municipality shall determine the membership of the board or
commission and the terms of office and compensation of the members.
(c) (1) Except as provided in paragraph (3) of this subsection, a board or
commission established by a county shall include:
(i) one member of the county governing body; and
(ii) one member or representative of the county board of
education.
(2) A member designated under paragraph (1) of this subsection:
(i) shall serve a term of 1 year; and
(ii) may be reappointed.
(3) In Frederick County:
(i) the county commissioner on the board or commission
serves for a term coextensive with the member’s term of elected office; and
(ii) a member of the county board of education is a member of
the board or commission.
