Md. Code, Local Government § 12–206

(a) The County Commissioners of Kent County may provide retirement

funds for employees who reach retirement age before the establishment of a pension

plan under § 12–201 of this subtitle.

(b) The County Commissioners of Kent County may include any official or

employee of the Kent County Sheriff’s department in a pension plan or group

insurance program established by the county commissioners.
